Letter, Judge Harry Toulmin, Washington, to D. [Daniel] Burnett, Speaker of the House of Representatives, requesting that more attention be paid to Mobile County; that, with a mixed population of English, French, and Spanish, interpreters are needed to ensure a smoothly run county government and a translation of the law is needed to ensure the rights of the citizens; that as Mobile is the largest city in the county it is desired by its citizens that the Seat of Justice be moved there; that as the territory's only seaport some sort of legal authority needs to be installed for the protection of the citizens; and that a method of raising money needs to be allowed for the maintenance of the port.
