Governor, State of Mississippi

Dear Governor Musgrove:

I am writing in regards to your upcoming appointments to the state Gaming Commission.

Back in 1994, when the Gaming Commission was considering the license application for Mr. Ralph Englestad and the Imperial Palace in Biloxi, I appeared at the hearing to call attention to the $1.5 million fine levied by the Nevada Gaming Control Board against Mr. Engelstad for hosting private parties in 1986 and 1988 on Adolph Hitler's birthday.

I asked our Gaming Commission to adopt the same restrictions that Nevada placed on Mr. Engelstad's gaming license, but the Commission declined. However, Commissioner Robert Engram pledged for the Gaming Commision to revoke Mr. Engelstad's license if there was even a single incident of glorifying Hitler by Mr. Engelstad or the Imperial Palace Casino.

You may refer to the article in the CLARION-LEDGER on 09/03/94, "No Nazi parties at casino, gaming commisioner warns owner".

Whomever you decide to appoint to our Gaming Commission, I urge you to consider the standing commitment by the Gaming Commission not to permit any form of activity by any casino that is considered to be offensive to any racial, ethnic or religious group.

Thank you for your consideration of my views on this important matter.

Sincerely,
Milton C. Grishman
