To: Governor Ronnie Musgrove

Tracy Hansen should not be put to death because he couldn't afford a
better lawyer and the state only recently discovered the unfairness of
the prior system of capital representation.   No standards were in place
when Tracy was on trial.

All over the country, the death penalty is being re-examined because of
the unfair way it is applied.   Since Mississippi has not applied the
death penalty in more than 13 years, I request that you please consider
clemency in this case, where the representation was less than
adequate.   The attorney had been practicing for less than five years
when he was appointed to this case and had never tried a death penalty
case.  In addition the attorney admitted after trial that he did not
begin preparing for the penalty phase until AFTER the guilt phase ended.
