Don't know what your priorities are, but i should think that providing your citizens with RUNNING WATER, should be more of a priority, than, let's say, improving a highway or buying new office equipment for your staff. And it should be provided without a bond, or taxing the citizens of Sumner. And you know it. You should be embarrassed!
