Subject: 	Proposed Constitutional Amendment
Message: 		

To the Governors and affiliated associations:

Attached for your persual is a proposed constitutional amendment.  It is 
requested that, under Article V of the Constitution of The United States of 
America, you share this proposal with your state legislatures, allow the 
legislatures to vote the proposal up or down and, if approved, submit 
application to the Congress for the calling of a Constitutional Convention.

The only function of the first facilitator is to work for and ensure the 
ratification of this proposed amendment by 38 state legislatures.  Unless 
requested otherwise, any communications received by the first facilitator 
from anyone on this e-mail list will be forwarded to the rest of the group.

The Governors of New Hampshire, New Jersey, Vermont, Puerto Rico and The 
Virgin Islands do not have e-mail address's available to the public; it is 
requested that the National Governors Association provide copies of the 
amendment to them.

Under separate cover, a petition for review will be attached.

A courtsey copy of this proposed amendment is sent to the Speaker of the 
House,
the Senate President Pro Tempore and Rep. Greg Ganske from Iowa.
