WHAT STATES ARE DOING
------------------------
The MAINE legislature has appropriated $30 million to create
the Maine Learning Technology Endowment, which will, among
other things, put a laptop computer in the hands of each
7th grader in the state starting in fall 2002.

Beginning in 2003, all freshmen enrolling in COLORADO
public colleges and universities will be able to transfer
completed coursework within a defined set of core
general education credits to any other public higher
education institution in the state. House Bill 1263, which
has been signed by Governor Bill Owens, also requires the
Colorado Commission on Higher Education to establish a
state standard of 120 credit hours for a baccalaureate
degree.

------------------------
Dropping out is not an isolated event, but a gradual
process that begins long before a student actually
leaves school, according to a new report from the
National Academies' Center for Education. The
report, "Understanding DROPOUTS: Statistics,
Strategies and High-Stakes Testing, says that inadequate
data on key questions are preventing educators from
identifying students at risk of school failure early,
when intervention could make a difference.

A new report by The National Center for Public Policy
in Higher Education and the Institute for Educational
Leadership concludes that the K-12 and higher education
systems must work collaboratively to provide
incentives for high school students to work hard during
their senior year. The report, "Overcoming the High
School SENIOR SLUMP," includes recommendations to
help high schools "reclaim" the senior year.

NEW ECS PUBLICATIONS

Two new topics have been added to the Education Issues
section of the ECS Web site. One covers EXTENDED-DAY
PROGRAMS, an increasingly popular strategy being used
by states to provide safe and academically enriching
after-school activities for students. The other covers
TRANSFER AND ARTICULATION policies at the postsecondary
level.

NAMES IN THE NEWS

MANUEL NUNEZ, a school board member from Fresno,
California, has been elected chairman of the board of
the Council of Great City Schools, a coalition of the
nation's largest urban public school systems. Nunez
will serve a one-year term ending in July 2002.

ARNE DUNCAN has been named chief executive officer
of the Chicago Public Schools, succeeding Paul G.
Vallas, who had headed the district for six years.
Duncan had been in charge of establishing magnet
programs in the Chicago schools since 1998.
