WHAT STATES ARE DOING

NEBRASKA Governor Mike Johanns signed into law a bill
(LB 1172) that allows schools to charge fees for
extracurricular activities. Schools are also required
to establish policies for waiving the fees for students
who qualify for free or reduced-price lunches.

LOUISIANA Governor Mike Foster has signed a bill (HB 13)
authorizing a brief period for silent prayer or
meditation at the start of each day in public schools.

Despite current economic troubles and concerns with global
terrorism, Americans continue to place the provision of
quality education at the top of their priority lists,
according to a new national PUBLIC OPINION poll conducted
by Public Education Network and Education Week. The poll
found that Americans oppose cuts to education even at the
cost of deep cuts in funding for other essential services
such as law enforcement and health care.

A new nationwide survey shows high school seniors know even
less about credit cards, retirement funds, insurance and
other PERSONAL FINANCE basics than they did five years ago.
According to the nonprofit group Jump$tart, which sponsored
the survey, states should take advantage of newly available
federal funds to create innovative student finance education
programs.

A paper published by the National Center for the Study of
Privatization in Education reviews what is currently known
about CHARTER SCHOOLS' impact on student achievement.The
paper precedes the release of a new book, "What's Public
About Charter Schools?  Lessons Learned About Choice and
Accountability," which addresses student achievement,
finance, equity, innovation and customer satisfaction
in Michigan charter schools.

NEW ECS PUBLICATIONS

The Elementary and Secondary Education Act (ESEA) of 2001
requires states to develop plans to ensure that all
teachers of core academic subjects are "highly qualified" by
the end of the 2005-2006 school year. A new ECS POLICY BRIEF
focuses on the implications for states of the ESEA's
provisions aimed at improving teacher quality.

The Carnegie Foundation for the Advancement of Teaching
has named JANET L. HOLMGREN, president of Mills College in
California, as the new chair of its board of trustees.
Holmgren has served on the Carnegie Board since 1999.

UPCOMING MEETINGS/EVENTS

A session at the upcoming annual meeting of the NATIONAL
CONFERENCE OF STATE LEGISLATURES will focus on requirements

meeting takes place July 23-27 in Denver.
