Issue: We are having difficulty with a program managed by MEMA funded  by FEMA.

Message: FEMA has a mitigation program of providing financial incentive to people who live in flood prone
 areas  by providing 75% of the cost of elevating a home to FEMA standards. I have a unique sitiuation that I have discussed at length with the FEMA people in Atlanta (Linda Rankin and Todd Davis) and with the MEMA people(Bob Boteler) and with the Bay St Louis person, Bill Carigee. 

The FEMA people have been positive and very supportive of this uniqe project.

Originally, I was told if  FEMA was OK with this, then MEMA would be OK with this project

Since that time the city person, Carrigee, maintains that MEMA is not supportive

In the fall I spoke with Bob Botler who said he would like to see the project so I made an appointment to see Bob Botler when the governor's office was scheduled to meet in Bay St. Louis but he was not able to attend. His assistant said he was supportive of the project and that I should work with the local person.

Now, Bill Carrigee, the local person says that Mr. Botler is not supportive of the project.

 It seems that the Governor's office is the only entity that can resolve this obvious misunderstanding that exists between the local office and the state office over federal funds for mitigation projects in Mississippi. This is a program which I believe is conceptually an outstanding program which could greatly benefit MS citizens if the difficulty in implementation could be alleviated.
