WHAT STATES ARE DOING
------------------------
CALIFORNIA Governor Gray Davis has signed a series of
education bills into law:

   AB 75, which creates a Principal Training Program.
Under the program, the state will provide incentive
funding to provide additional leadership training to
all of California's 15,000 school principals and
vice principals by 2004.

   SB 19, which seeks to improve the eating habits and
nutritional intake of school children by limiting the
types of food that can be sold at school facilities. The
governor, however, refused to approve an appropriation
for the initiative from the state's general fund.

   AB 620, which establishes a High-Tech High School Grant
Program. The program will provide $2 million grants to
establish 10 high schools that provide a college
preparation curriculum with an emphasis in science,
mathematics and engineering, or digital arts and media.
Funding for the bill is contingent on appropriations.

Across the country, economic fallout from the terrorist
attacks of September 11, as well as a general slowing
of the economy, is starting to be reflected in STATE
COFFERS. A new nationwide survey conducted by
Stateline.org found 40 states reporting fiscal problems
ranging from mildly depressed revenues to severe budget
shortfalls.

A new National Education Goals Panel study examines
factors contributing to the success of the
DEPARTMENT OF DEFENSE SCHOOL SYSTEM. The report,
"March Toward Excellence: School Success and Minority
Student Achievement in Department of Defense Schools,"
offers a series of eight policy recommendations for
state and local school systems to consider in
improving the performance of their schools.

A new publication from the National Center for
Education Statistics provides a snapshot of how well
America's 4th graders are prepared to meet their
CITIZENSHIP responsibilities. The results are based
on 30 questions from the 1998 NAEP Civics Assessment.

ECS commissioners provide leadership for ECS
initiatives as well as for their states' education
agendas. ECS announces the appointment of several
NEW COMMISSIONERS, including State Senator J. Alex
Villalobos from Florida and State Senators
Raymond Rawson and Dina Titus and Assemblywoman
Debbie Smith from Nevada.

ECS PROJECT SPOTLIGHT
------------------------
ECS is seeking recommendations for nominations for
three prestigious AWARDS that recognize outstanding
and innovative contributions to education. The awards
will be presented at next year's National Forum on
Education Policy. The deadline for recommending
nominations is Thursday, November 1, 2001.

President Bush has announced that he will nominate
WILLIAM LEIDINGER to be assistant secretary of eEducation
for management. Leidinger has served with Price
Waterhouse Coopers since 1997.

UPCOMING MEETINGS/EVENTS

The 33rd NATIONAL ALLIANCE OF BUSINESS Annual
Conference will take place on November 5-6. At the
meeting, corporate executives, public policymakers
and education leaders will react to federal education
legislation, coordinate action steps to improve math
and science education and discuss priorities for
postsecondary education.
