Message: Dear Mr. Musgrove,

I am writing of a matter that most concerns me.  I spoke with the Board of cosmetology concerning transfering my manicuring license from Tennessee
to MIssissippi.  I know that it is in the books that Mississippi has reciprocity with
Tennesse.  When I went to school to get my hours Tennessee required 300 hrs.
and Mississippi required 350hrs.  I am going back to get the remainder of the 
hours needed for my Mississippi license.  I spoke with someone who is sending me
the information to obtain my license.  I asked her about the reciprocity and she
said that since it is manicuring that they have changed the laws concerning the
reciprocity with Tennessee.  She also said they have the right to change the law
about it anytime they want.  Is this true?  I thought that it was to go through the
proper legislative procedures if a law was changed or amended.  Can you please
explain this to me.  Maybe I was under the wrong assumption when I thought it was
the law.  I have no problem in taking my written and practical exams but it doesn't seem right to me that I have put my time in  and now it is like starting all over.  I know
you are busy but if you could just direct me to who I need to talk with.  They are not
very helpful at the Board.  I have tried to talk with them several times and I get a 
different response each time.  I called in November of 2001 and at that time they
told me all I had to do was get the other 50 hrs and I could get my license transfered.
I am just having a tough time understanding the fact that I did what I was supposed
to do and now I can't work in the state that I live in because they are difficult to 
deal with.  Can you please direct me?
