Message: Honorable Governors: I take the liberty to send to you the same message I sent to the State Education Commissioners plus one more comment. "FYI, some information about the ongoing selection process for School Superintendent. How can teachers believe that "character" matters when the most public processes themselves are plagued with corruption by the leadership in the city? Clearly Helen Flanagan is not a person of good moral character, and neither is Principal Richard DeRosa. I have mentioned Principal DeRosa in prior communications but not in the one below. How can school committee members speak (double speak) about seeking excellence in education when they follow corrupt practices that are by definition the antithesis of processes that yield excellence?" The quality of our schools hinges on the quality of its leadership, and it is unreasonable to expect that people who are not of good moral character can provide sound school leadership. Dear School Committee Members: Corrupt practices characterize Lowell City politics. Black's Law Dictionary (5th ed.) defines "corruption" as "[a]n act done with an intent to give some advantage inconsistent with official duty and the rights of others. The act of an official or fiduciary person who unlawfully and wrongfully uses his station or character to procure some benefit for himself or for another, contrary to duty and the rights of others." I agree with the blue ribbon committee that candidates Helen Flanagan and Rosemary Leblanc-Considine do not belong in the short list of candidates, but neither does William Samaras. It appears that the blue ribbon committee concluded that none of the local candidates were qualified, but that it was hard-pressed not to leave out all the local candidates and it settled by including William Samaras as the least bad choice among the three local candidates. Now comes corrupt local interest and bring Helen Flanagan and Rosemary Leblanc-Cosidine into the list. Helen Flanagan lacks the competence, as do the other two candidates, and she is very corrupt. Corrupt acts of hers are responsible for the City of Lowell and I to be in litigation. It is due to these corrupt acts that the Lowell Law Department has and others have spent thousand of dollars and plenty of people have had consequential headaches. I hereby state under oath and under the pains and penalty of perjury that Helen Flanagan LIED to DET (Department of Employment and Training) when she testified in writing that there was no police car at the Robinson Middle School when I was supposed to have the disciplinary hearing on April 5, 1995. Helen Flanagan LIED when she informed MCAD (Massachusetts Commission Against Discrimination) that she did not know anything about a complaint of me alleging discrimination. Her secretary informed her that I was outside her office to see her to file a complaint of discrimination and Helen Flanagan told her the first time and many times after to tell me that she would call me, but Helen Flanagan did not call me once. Helen Flanagan had primary responsibility to oversee that those teachers who had received conditional certification, but she failed to do that for years. Many teachers went years without taking any of the courses that they were by law supposed to take. This to the detriment of the students of Lowell. Helen Flanagan lives in Andover, not in Lowell in spite of the many years that she has been an employee of the City of Lowell. This conveys to me her lack of commitment to the City of Lowell. David Flanagan - her husband, is the first assistant probation officer in the Lowell District Court. I am well acquainted with her corrupt tactics, and knowing how corrupt many court clerks in the Lowell District Court are, it is most probable that she has used her husband for corrupt objectives that are harmful to many students, parents and teachers in the City of Lowell. William Samaras has led a high school whose MCAS scores are among the lowest in Massachusetts. Samaras prefers to look at the report that through dishonest massaging of the scores puts Lowell H.S. at a higher rank through racist and corrupt premises about the ability of Minority students to perform. The primary problem is with the teachers and its administrators, and not with the Hispanic and East Asian students. William Samaras has no idea on what to do to create an environment whereby all students can achieve. He is also clueless on what to do with the students in middle school and elementary school, specially those in elementary school. It did not occur to Rosemary Leblanc-Considine that bilingual students need English and bilingual dictionaries to assist them to become proficient in English. Ah! It took an initiative of mine (much opposed by the dummy Regina Faticanti) to get a commitment from the Lowell Department of Education to furnish them with dictionaries. If she can't administer the bilingual program competently why should she be trusted with the whole school system? Only for corrupt reasons! Ditto for Helen Flanagan and for William Samaras.
