The policy prohibits plants, bushes, and trees in the ground on public housing property! Unbelievable that the head of this authority could be so misinformed about people and motivation and incentive; especially when it deals with public property. It is a natural human instinct to beautify ones surroundings. And one neighbor doing it leads to others. It improves morale. It improves welfare. It provides an incentive to those in the environment. It shows what can be done with a small amount of money and a little caring. Now along comes an agency head who for some inexplicable reason is taking away this incentive. He needs to be replaced immediately with someone who has some rudimentary concept of how best to manage people and public housing. We would appreciate anything you could do to remedy this ludicrous situation. Sincerely Mr & Mrs Charles J.
