WHAT STATES ARE DOING
------------------------
NORTH CAROLINA legislators have passed a bill requiring
the state board of education to eliminate "unnecessary and
duplicative paperwork" in public schools.

State and local policies that restrict teacher mobility
are counterproductive in the effort to keep quality
teachers in the classroom. DELAWARE, MARYLAND, PENNSYLVANIA,
VIRGINIA and the DISTRICT OF COLUMBIA, organized as the
Mid-Atlantic Regional Teachers Project, are working to ease
the teacher shortage in the region by working toward full
regional licensure reciprocity, pension portability for
teachers and the development of regional standards for
alternative certification.

The TEXAS legislature has passed a bill empowering the
state board of education to require students in
kindergarten through grade 6 to participate in up to 30
minutes a day of physical activity. Exemptions must be
provided for students who are unable to participate
because of illness or disability.

"Building a New Role: States and SCHOOL FACILITIES," a
new three-part report by Education Week, examines the
changing role of the states in addressing the nation's
need to build and modernize its public schools.

The National Science Foundation's Urban Systemic
Initiatives, an eight-year federal effort to improve
MATH AND SCIENCE EDUCATION in urban schools, paid off
in higher test scores and increases in the number of
minority students taking high-level courses, according
to an analysis of the project.

The combined value of the human, financial and in-kind
resources provided by SCHOOL/COMMUNITY PARTNERSHIPS is
an estimated $2.4 billion a year, according to a new
report by the National Association of Partners in Education
(NAPE). The number of school districts nationwide engaged
in partnership activities increased from 51% to nearly
70% in the past decade, the NAPE study shows.
